and that has grown to about $7 million a year. and the final amount is the city's rainy day reserve. the city enacted rainy day reserve about ten years ago and the threshold for depositting to that reserve is when we have a higher-than-expected revenue. and we put that money away for a rainy day during the economic downturn. and in fact what has occurred is that the city has now been able to withdraw from the rainy day reserve because the threshold that was set in the charter is very rigorous. however, the threshold to the schools is not nearly as rigorous. in fact, schools don't even need to have a cut from their allocation from the state in order to draw from the rainy day reserve. they just have to be below a formula that specifies what the cost of living adjustment should be. the cost of living adjustment for the school is rather generous compared to the c.p.i., for example, consumer price index. so the schools have been able to withdraw from the rainy day reserve 25% of the balance in the reserve. so the first year was $19 million withdrawal and $25, 6 and and then we're budgeting $6 mi

jersey not too far from atlantic city at about 8:00 p.m., sustained winds of 80 miles per hour, that's hurricane force, folks. and hurricane-force winds extended up to 175 miles from the center of the storm. tropical force storm winds spread out 485 miles from the center, a 13-foot storm surge flooded battery park city in lower manhattan and that broke a record that had been set in 1821. records were shattered in sandy hook, new jersey, where tide levels also topped 13 feet. the metropolitan transportation authority is calling this the worst disaster in the 108-year history of the new york subway system, and the flooding isn't over. hundreds of people are being evacuated this morning after a tidal gate broke in northern new jersey flooding three towns there. the national weather service says the potomac river is likely to experience its worst floods in 16 years beginning tonight. the flooding is expected between hancock, maryland, and washington, d.c. flood waters along the new york city coastline made it difficult for first responders to reach a massive six-alarm fire which began ov

with in with you. conditions have steadily been declining in ocean city, maryland. greg brianne carter joins us from the shore with the latest. some waves crashing overall. >> the concern in ocean city is the flooding and how much we will see over the next 24 hours. along the beach, looked at the scene behind us. incredible. we are seeing this. at this point between 16th street and 17th streets along the boardwalk, we're not seeing much of a beach. we're seeing some flooding against many of the hotel that had sandbags against the first floors in ocean city. talking about the response, we expect to get an update from ocean city officials about 10:00 this morning on the condition and the efforts underway. already this morning we have seen ocean city police and members of the national guard driving along the boardwalk to check out the conditions and to make sure nobody is out here this morning. that is the big concern, for safety and for flooding out here. talking about that in general, we have mandatory evacuations for areas south of this point where we are. 8:00 last night is when there were tol
